Pedro manages the Climate Data Reporting Section at the California Air Resources Board, which implements Senate Bill 253. This landmark legislation requires large corporations doing business in California to report their direct greenhouse gas emissions (scope 1), emissions from their purchased energy (scope 2), and emissions from their value chains (scope 3). Pedro has been a manager a CARB for six years, previously supporting local governments to align land use and transportation policies with the State’s climate goals. Before joining CARB, he was a Senior Planner with the City of San Francisco, and independent consultant for the Inter-American Development Bank in Washington, DC, and completed a Ph.D. in City and Regional Planning at UC Berkeley.
